Reproducible with server installation of "AOO 4.1.0-Dev – English UI / German
locale - [AOO410m1(Build:9750) - Rev. 1559824 - 2014-01-22]" on German WIN7
Home Premium (64bit)", own separate user profile:

1. Open new Writer document from AOO Start Center
2. Type some nonesense words, select one by doubleclick 
3. In Sidebar 'Properties Deck -> Text Area -> Character Spacing icon'
   > Spacing Panel appears
4. In 'Character Spacing Dropdown' select 'Expanded'
5. Try spin box buttons up / down 
   > Caret starts flashing at most left input line position, Spinbox works fine
6. Try any other caret position (change position by mouseclick or 
   leftarrow / rightarrow
   For me always works fine, first digit will be increased or decreased by one

Modify OS due to comment 2 (for now)

This is an UI issue

It's not sufficient to mention only the Build revision, at least you have to
select the correct OS in dropdown, and for most bugs it is useful to know your
UI language and Locale. Please add information!

You only see the problem in that particular spin box?

Is also spinning by uparrow / downarrow keys affected?

What exactly happens when you click spin box buttons with caret at "forbidden"
area?

Can you please check where that problem appeared and whether you can confirm
with WIN?
