EDIT: Ooops I was looking at incubator-fluo not fluo-website. I've set the default branch as specified and enabled issues. Keep in mind that only changes to asf-site will be reflected on the website.

Github mirror has been live for awhile. Issues come with it by default. Is there anything else you need?
