> We should consider preventing the use of rewrite stream filters when there are no filters applied for the request/response mime type.  For example with WebHDFS we probably shouldn't be filtering any XML documents that are uploaded or downloaded and this may in fact be causing performance problems.  More investigation is required to ensure that this is actually the case.
