You haven't told us how the server is setup, so I'm going to guess you
are talking about the default configuration with the apache "welcome" page.

If so, neither of the Accept-Language headers you quoted match ANY documents.
The server is not allowed to match an "en" document against a request for
"en-ca", etc.  See http://ppewww.ph.gla.ac.uk/~flavell/www/lang-neg.html
for a discussion of this issue.

Now, given that fact, I would have thought you would get a "No Acceptable Variants"
message from Apache.  The fact that you aren't getting that could be due
to some files in the directory without a language attached to them.

I won't close this report yet, but my guess is that this is not a bug.
