   ## What changes were proposed in this pull request?
   
   fixed the condition for failover retries.
   Added join after OM stop.
   assertions to failover counts

   ## How was this patch tested?
   A test was commented due to this failure. That test is uncommented and tested.
   Now test passing consistently.
