    Resolution: Fixed

Fixed in rev 494378 in branches\1.2.
 o The jar is packaged in WEB-INF\lib dir due to the dependency on jasper-runtime
 o Adding <scope>provided</scope> to the dependency prevents the packaging of servlet-api-2.4.jar
 o Verified that the ca-helper and welcome applications run fine with this change in both G1.2 Jetty and Tomcat distributions.
