Changing java parameters on tomcat load

Hi,
I'm looking for changing VM parameters ( adding java.rmi.server.codebase
) this must be added at load time i think because it doesn't work in
others ways ( I have tried in web.xml, setting System propertie into the
init of a servlet ) but no result, the classloader doesn't take care
about the code base....
I've also tried change JAVA_OPTS and JAVACMD options into tomcat4.conf
but it does nothing.
Anyone's got any idea to solve it ?
