SCA distributions unpack directly into the base directory

Robert Burrell Donkin made the following comment on the Tuscany Java SCA M2 release:
> the compressed archives unpacked directly into the base directory.
> many users find this inconvenient. it's usually better to unpack each
> to a different sub directory or unpack all into the same subdirectory
> (the overlay approach).

A similar comment was made regarding the Tuscany M2 DAS distribution, and TUSCANY-886 was opened to address this.
For consistency with Tuscany DAS and with recommended practice, it would be good to use a named base directory for the Tuscany SCA distributions.
