Brad,

is this the same functionality as 'SSLEngine upgrade' for the _nw_ module?

If so, why not reuse the same semantic?

  SSLEngine on         negotation crypt - dismiss non-crypt requests
  SSLEngine upgrade    begin uncrypted - allow upgrade
  SSLEngine off          begin, and stay, uncrypted
