Roller 2.2 progress

Roller 2.1 is not quite done, but 2.2 dev progress continues.

About half the items the on 2.2 fix list are done and Sun's doing  
some deployments based on the current code base. Here's the beginning  
of a what's new document for 2.2 that summarizes the new features  
done so far (as of today).
