contributing

Hi folks,
I'm interested in contributing on the Scala part.
I'm relatively new to MXNet, but I think I can take some "low hanging fruits" as they say.

To start, I would appreciate some hints to iterate quick on dev/compile/test. Using make it's a bit ... cumbersome.
