[sample implementation] [Bug 19246] - Let's see if we can make Texen ... SKIP ... generation if ... UP TO DATE

Hello, developers!

Here's the sketch for the SKIP-if-UP-TO-DATE Texen task
implemantation. (It's the code I have submitted to Bugzilla --
but mailing lists guidlines seem to call to post it here too)
