Instead of just release announcements and links to the download page for a release, we should have a page that links to the latest release, our KEYS used in signing, instructions, etc. This is to comply with https://www.apache.org/dev/release-download-pages.html#download-page and https://www.apache.org/dev/release-distribution#download-links and be acceptable for announce @ apache . org announcements.
