Prevents double checkout of file

The problem was introduced in my bug fix so that FCKeditor wouldn't open a page
that was already checked out by another user. In effect, it was made so that
the Usecase system checked it out, and so did Cocoon. This patch removes the
Cocoon checkout. It no longer shows the nice error message as to who and when
the file was checked out. It does however prevent editing of the file, which is
the most important. It also allows the file to be checked back in when a cancel
is used.
