   ## What is the purpose of the change
   
   Upgrade the web dashboard to Angular 22.2.3 and ng-zorro-antd 22.1.2 (follow-up to FLINK-40028), so it stays on supported releases. Angular 22 requires TypeScript 6.0 and Node 22.22.3 or later.
   
   ## Brief change log
   
     - Bump `@angular/*` to 22.2.3, `ng-zorro-antd` to 22.1.2, `typescript` to 6.0.3, `angular-eslint` to 22.6.0 and `@angular-devkit/core` to 22.2.3. Regenerate `package-lock.json` and `NOTICE`.
     - Raise `nodeVersion` in `flink-runtime-web/pom.xml` to v22.22.3 and the documented minimum in `flink-runtime-web/README.md` to 22.22.3.
     - Migrate to the ng-zorro 22 API:
       - `nz-input-group` (removed) becomes `nz-input-wrapper` in `submit.component.html`.
       - `NzDropDownModule` is renamed to `NzDropdownModule` in the 4 table-action components.
       - `nz-collapse-panel[nzDisabled]` (removed) becomes `[nzCollapsible]` in the checkpoints and rescales pages.
     - `tsconfig.json`: set `strict` and `angularCompilerOptions.strictTemplates` to `false`, because Angular 22 and TypeScript 6 now enable them by default; this keeps today's checking level. Remove `baseUrl` and `downlevelIteration`, which TypeScript 6 rejects as deprecated (TS5101).
   
   ## Verifying this change
   
   This change is already covered by existing tests, and was also verified manually:
   
     - `npm run ci-check` (lint, 66 spec files / 278 tests, production build) passes.
     - `./mvnw -pl flink-runtime-web package` passes on Node v22.22.3, including the 139 Java tests.
     - Ran the dashboard in Chrome against a local Flink 2.3.0 cluster, with and without checkpointing. Checked job overview and drawer tabs, the table-action dropdowns and modals, the submit form, the checkpoint Percentiles panel, task manager and job manager pages.
     - Not verified: the rescales page (needs the Adaptive scheduler with rescale history) and route param inheritance on nested routes, whose default changes in Angular 22.
