JDK 15 is in Rampdown Phase One

Hi Mark,

*Per the JDK 15 schedule , we are in Rampdown Phase One* *[1] *

*Please advise if you find any issues while testing the latest Early 
Access builds.

Hi Rory,

I've built Tomcat 9.0.x and ran its tests with JDK 15 b28 on both x86_64
and aarch64.
No issues found!
