Really?  Where do you get that impression?  Running it as root is the
default and how most people use it.  However, running as few processes as
root is good for security, and depending on how you setup SpamAssassin,
you could definitely set it to not run as root.  It really depends what
you're trying to do.

I didn't know if I should start a new thread or if i=this is somehow related-
but spamd is timing out constantly-

I think too many spamd or children are running-
