   ## Overview
   
   Based off of https://github.com/apache/couchdb/commit/aa63804c3b3fc4b637d7095f5ff993ff2d01818e
   I want to expose a function we can use in multiple places that is a good check if a binary field is a system db. Once this is merged I want to use it in the partition feature branch.
   
   ## Testing recommendations
   
   All Current tests should pass
   
   ## Checklist
   
   - [x] Code is written and works correctly;
   - [x] Changes are covered by tests;
