   We talked about this again, and unfortunately the best we can do is to say that we will release NumPy 1.20 by the end of the month.  Assuming your release process goes smoothly, that should work out. Otherwise, I guess there will be a short gap where a `pip install ...` could pull in a newer NumPy (if it is an upgrade or a fresh install) and cause issues.
