Does not look like there is a bug here.  Lots of work was done on the windows
stuff for 3.0 so perhaps even the question has been answered there.

Closing as WONTFIX, if there is an actual bug and can be reproduced in 3.0 then
feel free to REOPEN and provide some more details.
