[VOTE] UIMA Java SDK 3.2.0 RC4

Hi,

the Apache UIMA Java SDK 3.2.0 RC 4 has been staged.

This is a feature release also including a whole bunch of bugfixes.

Since RC3, the following additional issues were fixed:

- Issue in JCasClassloaderTest that caused test to fail on Windows has been fixed

1.) compared git tag with source-release ............................. OK
2.) deleted .m2 built files, built from source (Java 8)
	- Javadoc Warnings in AnnotationFS.java on missing
	@param/@return which clutter the console during build......... OK
3.) spot check DEPENDENCIES .......................................... OK
4.) check parent-pom settings for API compatibility .................. OK
5.) documentation, check for inclusion of the new changes/methods
	- found minor typos .......................................... OK
6.) test in Eclipse(2020-06) & on productive code..................... OK
