[Bug 6320] New: add velocity checks to active.list generation

ruleqa, and the active.list generation cron job, needs to avoid building new
updates/promotion lists based on underpowered mass-checks.

It already avoids building them if fewer than 3 (?) submitters are present. 
But it should also:

1. ensure a required quorum level of # of hams, # of spams scanned across all
participants

2. age of spams? too old = bad

3. ensure that 1-2 participants aren't "overcrowding" the others with much
bigger corpora

other ideas?
