Updating UIMA dependency

The UIMA dependency used by the opennlp-uima project is quite old. I have
opened a pull request to upgrade from 2.3.1 (Dec 2010) to 3.1.1 (Nov 2019).
All OpenNLP tests passed after the change to the pom.xml without any other
code modifications. Before this change is merged, are there any downstream
usages of OpenNLP that this change could negatively affect?
