The issue is in ShareLibService.getSystemLibJars() when ShipLauncher is enabled. returnList = launcherLibMap.get(actionKey); and then common oozie jars are added to the same list by all threads. At the end, launcherLibMap.get('oozie') will have lots of duplicates
