[I] Add unit tests for messaging-layer AmberFIFOChannel and CongestionControl [texera]
Yicong-Huang opened a new issue, #4817:
URL: https://github.com/apache/texera/issues/4817
### Task Summary
Two messaging-layer helpers under `amber/src/main/scala/org/apache/texera/amber/engine/architecture/messaginglayer/` lack dedicated specs:
- `AmberFIFOChannel` — per-channel FIFO/exactly-once enforcer with stash + holdCredit + portId.
- `CongestionControl` — TCP-style sliding-window send queue with slow-start, ack-window adjustments, and resend after `resendTimeLimit`.
Add unit tests covering `acceptMessage` (in-order / duplicate / ahead-of-current / drain after gap fill), `take` / `hasMessage`, the `holdCredit` and stash size accessors, `enable`/`isEnabled`, the `setPortId` / `getPortId` round-trip, and the `CongestionControl` ack-window math (slow-start vs. linear, timeout halving) plus `enqueueMessage` / `getBufferedMessagesToSend` / `markMessageInTransit`.
### Task Type
- [x] Testing / QA
