index.shtml always append to the Redirect URL

You must have something else going on in your configuration.  Apache
certainly doesn't append index.shtml to URLs unless you ask for it.

Plus, the configuration that you quoted doesn't make any sense.
You can't redirect the same url-path to two different places.

I believe you have a configuration problem.  The best place to discuss that is
a user support forum such as
http://httpd.apache.org/userslist.html
