majialong updated KAFKA-20340:
------------------------------
Description:
SharePartition currently holds both GroupConfigManager and ShareGroupConfigProvider. The fallback logic for group configs is split between them.
We should move all fallback logic into ShareGroupConfigProvider and remove the direct GroupConfigManager reference from SharePartition.
