[mp1.27] fail make test with tainting problem

This must be a real newbie question, but I can't find the answer to correct
this.  I would appreciate a pointer to get this resolved.

I am attempting to install mod_perl 1.27 with apache 1.3.26 and perl 5.6.1.
I cannot get anything going with the tests.  I gather this is a setuid
issue, but am not sure if I need to rebuild perl with configuration change
or what steps I should take.
