When tests fail in some module, its {{package}} step is skipped.  {{integration}} check runs with {{fail-at-end}} by default, so it continues with other modules.  Dependent modules run into the following error:

[ERROR] Failed to execute goal org.apache.maven.plugins:maven-dependency-plugin:3.11.0:copy-dependencies (copy-jars) on project ozone-dist: Artifact 'org.apache.ozone:ozone-s3gateway:jar:2.3.0-SNAPSHOT:runtime' has not been packaged yet (is a directory). When used on reactor artifact, copy should be executed after packaging: see MDEP-187. -> [Help 2]

This is harmless, since it does not affect any integration test, but is noisy (shown in Develocity as separate error).
