Doctype output should be lowercase for html.

Currently when generating a html page using xalan the following DOCTYPE is given:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">

The HTML should be lower case to be correct for xhtml 1.0 strict as shown below:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">
