[PR] conform GitHub settings to Fineract standards [fineract-backoffice-ui]

   That makes sense, and, honestly, I don't see why this repo would have to strictly follow what we do in the https://github.com/apache/fineract `.asf.yaml` file. Feel free to make whatever changes you see fit according to whatever works best for the workflow in this repo.

   @meonkeys While Im not blocking this PR, This Repo is not release ready yet. So I will be merging lot of changes. Would you mind if you can review my PR in meantime. I am thinking of creating new branch in this for development. 
   
   And Treat this as Release candidate branch.
