Following policy assertion, doesn't add supporting tokens to the security header 

<sp:SupportingTokens>
	<wsp:Policy>
	         <sp:UsernameToken/>
	</wsp:Policy>
</sp:SupportingTokens>

Other three types of supporting tokens works fine.

SignedSupportingTokens
EndorsingSupportingTokens
SignedEndorsingSupportingTokens
