ServerRoot cannot be set to other folder

Apache installed in
C:\Program Files\Apache Group\Apache2
and default httpd.conf file says:
ServerRoot "C:/Program Files/Apache Group/Apache2"

Apache will not start if ServerRoot is set to any other folder
(for example "c:/MyWeb/Web").
I have tried to copy the whole contents of
C:\Program Files\Apache Group\Apache2
to
c:\MyWeb\Web
but Apache still will not start.

This used to work (2.0.39 I seemm to remember).
