Clarification needed in resolving the status

hi,
What should be the status, in the following cases of deploy.xml
case1:
<active>false</active>

case2:
<retired>false</retired>

case3:
none

Hi,
For the case1, when deploying the process, it resolves the state as
DISABLED. But it appears in the web UI as ACTIVE
