[PATCH] BeOS for Apache 1.3.x

OK, so I'm late again!

I meant to send this prior to the release but have been kinda busy.  Anyway
here is the patch to get 1.3.x working "out of the box" on BeOS.  Basically
tidies up a few small niggles, forces the single process mode and gets the
support programs building.  Can these be applied against the 1.3.x tree if
they're OK?

I'm having to move out on the 31st so most of my stuff has already been
packed (I'm working the next 4 days) and so I won't be collecting my email
as regularly I have been until I move into my new place in about 14 days
time.  I'll try to keep up though!
