ok. Change filename to dubbo.properties, it seems work well. 
But I think it is not the actual problem i am talking about. 
I want to use the feature of the dubbo-externalized-configuration, by using DubboConfigBindingRegistrar to register dubbo application/registry from the properties from the enviroment in spring.
