DO NOT REPLY [Bug 48201] File name is incorrect when it contains "&"

This is one of the numerous bugs of the MS Webdavclient(s). It works fine with
cadaver, konqueror and netdrive. Escaping & to &amp; in apr_xml_quote_string is
correct as it does XML escaping not URL escaping.
