[IP CLEARANCE] Apache Arrow - experimental parquet donation

Hi Incubator PMC,

The Apache Arrow PMC has voted to accept the donation of "parquet" to an
experimental repo, which is a re-write of the official parquet
implementation in Rust without memory safety violations.

Please vote to accept this contribution.

This is a lazy consensus majority vote, per the IP clearance process [2],
open for at least 72 hours.

I notice there a 3rd contributor in that repo that not mentioned in the IP clearance. Have they given permission for their code to be donated?
