svn: Connection is read-only

Hi,
when I commit my files to a SVN 
svn ci --username davood --password davood -m "radius sqls"

but the resault is :
svn: Commit failed (details follow):
svn: Connection is read-only

I have this lines in my configuration files:

[users]
davood = davood

svnserve.conf
[general]
password-db = passwords
auth-access = write
anon-access = read
