1.3.8 tarball

I've commited changes to allow Win32 build to complete and it even
appears to run.

Dirk, do you still have bits to commit for the SHA1 changes? Ronald,
do you know?

It would be very nice to get a 1.3.8 tarball rolled sometime tomorrow.

Let me know if there is more I could do.
