[jira] [Created] (HELIX-289) Support disabling partitions across cluster

Kanak Biscuitwala created HELIX-289:
---------------------------------------

Summary: Support disabling partitions across cluster
                 Key: HELIX-289
                 URL: https://issues.apache.org/jira/browse/HELIX-289
             Project: Apache Helix
          Issue Type: Improvement
            Reporter: Kanak Biscuitwala

This is useful for cases in which users want to take down a partition, do some maintenance work, and then bring it back up without it being reassigned in the interim period
