[CANCEL][VOTE] Release Apache Iceberg 1.7.2 RC2

Hi folks,

Due to the issue with CTAS and refreshing vended credentials in S3, I
cancel this vote to include the fix in 1.7.2.

I will prepare 1.7.2 RC3 as soon as
https://github.com/apache/iceberg/pull/12515 is merged.
