It looks like there is an exception in the Cygwin license, so that you
can link any "Open Source" application against the library, and not have
to GPL the application itself:

IIRC, there were GPL-ickynesses involved. Cygwin and its libraries
(without a purchased license) was GPLed, and people were worried that
there would be viral effects.
Now, my unschooled interpretation is that this isn't a problem, and
if it is, a purchased version of Cygwin would fix this. I also don't
know what has happened lately since Cygnus was bought by Red Hat.

Enough of you -use- win32 but live in CygWin that I'd expect it is easy to deploy.
This certainly won't be the 'default' binary distribution, but will be useful to
anyone who wants a better unix 'workalike'. And if they have Cygwin, they have a
gnu cc or something similar to build it with, no doubt.
