new whimsy-asf gem

I'm looking to remove hard coded-paths from whimsy in order to make it
easier individual whimsy tools to be installed wherever.  I've started
with making what was in '/var/tools/asf' a separate gem:

I wouldn't be surprised if this change broke something; if you see
something, report it!

My plans are to move towards having a configuration file (probably
named $HOME/.whimsy) that describes where to find svn directories,
ldap servers, and the like.
