border-style="double" - bug?

Trying to determine whether this behavior is a bug or a flaw in my fo file. Any thoughts?
 
The lowest table cell should have a double border, but the top corners of the cell are missing both on screen and in the printed page.

This is a known issue, see bug #45924 on FOP’s Bugzilla:
https://issues.apache.org/bugzilla/show_bug.cgi?id=45924

The painting of borders is buggy when there are adjacent cells without
any border. As a workaround you can put your content in separate tables.
