Resolving as done. Sub-issues complete.

HBASE-22956 is about making a release of hbase-operator-tools so its 1.0.0 release is aligned with the closing of this issue.

See release note. Claims hbck2 now is as capable or better than hbck1 in all regards except in providing and purporting that there is a single script to fix all issues.
