fastavro Cython fixes

Hi folks,

I see some active work on https://github.com/apache/beam/issues/27526 for
Cython 3.0 fixes, but wondering if anyone knows the fastavro maintainers
and can prioritize the fix proposed in
https://github.com/fastavro/fastavro/issues/701

Just to close the loop on the dev@ archives, is it correct that
fastavro 1.8.1 resolves their end and now it is just Beam work left to do?

It looks like the fastavro issue marked as fixed now. (/cc @Valentyn
Tymofieiev <va...@google.com> - I saw him on that issue thread.) Work on
https://github.com/apache/beam/issues/27526 is still actively ongoing.
