   Clean up the repository by removing unused TEXT files and legacy files from the Postgres upstream.
   
   - `.cloudberry-db.spec` is used for packaging. Similar files already exist here: https://github.com/apache/cloudberry-devops-release.
   - `HISTORY`, `README.git`, and `README.PostgreSQL` are summary descriptions with no significant value. Keeping them may confuse users.
