Done in revisions 1358426 and 1358429. Thanks to Kevin for the suggestion!
Looking at the {{Bundle-ActivationPolicy}} documentation it seems like this feature is most useful to {{tika-core}} but not so much for {{tika-bundle}}, so it's now specified only in {{tika-core}}.
