The netbeans repository includes several files with suffix .form which are used in conjunction with a similarly-named .java file. The .java file is licensed under the standard Apache License 2.0.

The .form files are xml-formatted and are at least partly generated from a GUI.

Clearly the .form files have IP. How should these files be licensed? How should their license be advertised to the user?
